A number of reasons for market failure to arise are e. g. monopoly power (price is higher and output is lower under a monopoly than in a competitive market, and merit goods goods and services that the government feels that people left to themselves will under-consume, and therefore needs to be subsidised at the point of use, examples being inoculations, public libraries, education and the like, In this particular case market failure is understood as the inadequate capability of a freely functioning market to generate a safe consumer environment for the production, marketing and consumption of food supplements
