The anomalously low bond energies of single OO and NN bonds is attributed to extra intra-electronic repulsion inside O and N atoms, even in the absence of an adjacent atom, and expresses itself in their reluctance to accept an additional electron whether it comes from the like or another atom. The electron affinities of oxygen and nitrogen atoms are 88 and 25-33kJ/mol, respectively, which is lower than expected based on the comparison with the heavier congeners sulfur and phosphorus, see:.
