But, notably, those external sources did not themselves generally rely on the ACA's legislative history (in part because the ACA's unorthodox enactment made its legislative history convoluted), but rather on how the pieces of the ACA itself - the mandate, the exchanges, the subsidies - make no sense unless they work together.
