Fifty-three percent of the officers were white, 28 percent were Hispanic, 6 percent were black and 6 percent were Asian, respectively. Id. at 4. It also could be related to concerns white officers may have had with admitting to a fear of being judged to be racist. Id. at 5. However, he also observed that non-white officers frequently mentioned occasions when citizens of the same race accused them of racism. Id.
