    • At the time of this writing, the most popularized form of emissions trading regulation, capand-trade, is in ill repute in the prevailing economic and political climate in Congress. This is despite the fact that California recently launched a substantial greenhouse gas reduction effort using a cap-and-trade approach. Even as many national politicians distance themselves from cap-and-trade and some speak of a "post cap-and-trade" environment, it is far too early to prepare the wake.
