There is no database on the use of Supreme State Security Court (not to be confused with the State Security Court, which was abolished in 2003) and military tribunals to prosecute individuals advocating for political reform. Ye t there is no lack of evidence that this court has been systematically used against the regime's political opponents. The most well-known of these cases was the detention and trial of Saad Eddin Ibrahim and the staff of the Ibn Khaldun Center for Development Studies over their advocacy for clean elections and greater respect for human rights. The leader of the Egyptian Organization for Human Rights, Hafez Abu Sadeh, went into exile in Paris for several years to avoid prosecution in the Supreme State Security Court. In 2002 alone, 300 members of the Muslim Brotherhood were arrested and referred to this court, although most were released after varying periods of detention. However, in July of that year, a military tribunal handed down sentences ranging from three to five years for an additional 22 members of the Brotherhood who had been arrested in 2001. Chadli's reforms hardly resembled a radical alteration of Algeria's economy. Rather, the program left the state-owned sector largely intact. While providing more room in the economy for Algeria's small private sector, Chadli's goal was, in fact, to spur more nimble public industries. The unfortunate result of these policies was a liberalized economy, but one that lacked the institutions to underpin the effective functioning of a market. In such an environment, inefficiencies and distortions remained, rendering every step of the business process-planning, supply, investment, and even licensing-risky ventures. In contrast to Abdel-Malek or Perlmutter, I do not consider Egypt- or Algeria or Turkey-to be "military regimes" in which officers thoroughly penetrate the state apparatus at a variety of levels. Malek was writing during the first 15 years after the Free Officers' coup/revolution when this was, indeed, the case. Perlmutter, perhaps because he was convinced that Nasser and his collaborators had failed miserably in developing durable political institutions, did not recognize that the military could retain its significant influence in a setting that was something other than the "personalist and praetorian rule" he asserted. The Free Officers and their successors have been rather successful in developing an institutional setting in which the military continues to dominate but, with the exception of the president, does not govern. This coalition began to crystallize even while ten members of the Brotherhood sat in the People's Assembly under the umbrella of the Hizb al-Wafd, as the Labor party was in many respects a more philosophically compatible partner for the Ikhwan. Al-Amal was founded in 1978 to play the role of Sadat's leftist opposition and although the party, under the leadership of Ibrahim Shukri, fulfilled this function for a time, al-Amal became a forceful critic of Sadat and the general direction of Egypt's domestic and foreign policies. Both Shukri and his outspoken lieutenant, Adel Hussein, had previously been firmly disposed toward Marxism and leftist critiques of Egyptian politics, but in the late 1970s and early 1980s they both underwent a conversion that placed them and elements within the party on the same political and cultural terrain as the Ikhwan. As a result, an important feature of the alliance was the transformation of Labor's newspaper, ash-Sha'ab, into a tribune of the Brotherhood. This is not to suggest that the publication solely reflected Brotherhood thinking, as leftist columnists and politicians continued to contribute. Yet, although in the course of establishing the alliance both the Ikhwan and al-Amal did make a number of compromises, the Brotherhood's penetration of both the party and its newspaper-particularly in the continuing absence of the Brotherhood's magazine ad-Dawa-at times rendered the two organizations indistinguishable. Indeed, a comparison of the founding principles of al-Amal, the organization's electoral program of 1984, and the platform of what came to be known as al-Tahaluf al-Islami (the Islamic Alliance) demonstrates the significant influence of the Ikhwan on the Labor Party. The officers' concern with the bureaucracy is part of a pattern that emerged in the 1950s as the Demokrat Partisi sought to replace those bureaucrats affiliated with the Republican People's Party with its own activists. Notwithstanding the 1960 coup d'état, which banned DP supporters, packing the bureaucracy with party activists became a common practice over the following three decades as representatives from across Turkey's political spectrum (including Islamists) were placed throughout the state's administrative structures. In subsequent coups, but particularly that of 1980, the military expressed its dismay over what it believed to be the deleterious effects of the politicization of the bureaucracy.
