To leading order in θ the effect of the interlayer rotation is a space-dependent translation of the unit cells in the two layers with respect to each other. For every pair of an A atom in the top layer and an A atom in the bottom layer there is therefore a pair of B atoms with the same distance and therefore the same coupling strength.
