First, civilian elites are interested in maintaining or expanding their political influence. Second, military elites are interested in maintaining or expanding their institutional autonomy. While the first assumption can be considered an axiomatic proposition, the latter is based on sound empirical evidence on the behaviour of bureaucratic organizations
