We are unaware of any theorem giving an independent proof that it always is. It may lie either with the inaccuracy of the data or rather the basic formula (eq 27, Really, in order to preserve the positive response (positive capacitance) typical for a stable system, the properties of the liquid near the interface will have to change to readjust its structure to warrant the system stability.
