    • I use "zero-sum" and "positive-sum" as ideal types. Almost all relationships in international politics, even the most conflict ridden, fall somewhere along a spectrum between these two. For example, a relationship that tended heavily toward the zero-sum end of the spectrum was the highly competitive U.S.-Soviet economic, diplomatic, and military relationship during the Cold War. But even that relationship had important positive-sum aspects. The entire notion of mutually assured destruction (MAD) was based on a positive-sum premise that each side preferred coexistence to a war that would annihilate both sides. For the best review of the concept of MAD, see Robert Jervis, The Meaning of the Nuclear Revolution: Statecraft and the Prospect of Armageddon (Ithaca, N.Y.: Cornell University Press, 1989), chap. 3.

    • Even in its title, the article is consciously more beholden to the liberal take on post-Cold War European security - as argued in Stephen Van Evera's "Primed for Peace"-than it is to John J. Mearsheimer's pessimistic neorealist piece "Back to the Future," which considers the end of Cold War bipolarity dangerous even for Western Europe. • A lower figure of 40 percent for intraregional exports is also used. See Takatoshi Kato, "Can the East Asia Miracle Persist?" remarks at the Woodrow Wilson School, Princeton University, December 2, 2004. Kato is deputy managing director of the International Monetary Fund. The difference between the 53 percent figure for 2004 and Kato's figure of 40 percent might be explained in part by the fact that the higher figure double-counts transit trade through Hong Kong. I am grateful to Helen Milner for help in analyzing these data.

    • For regional perceptions, see Marcus, "Bush Trip Suggests Asia Matters." Zoellick's cabinet-level rank and strong reputation in the region probably helped cushion the blow in Southeast Asia; but from all accounts, protocol and perceptions are king in ASEAN, and the decision almost certainly carried some diplomatic costs for the United States. From the point of view of competitive diplomacy, however, the decisions of China and Japan not to send their foreign ministers to the ARF certainly reduced any relative costs to the United States in any alleged diplomatic competition.
