Past examples of this approach include the willingness of Indonesia and Malaysia in the 1980s to negotiate with Vietnam for a diplomatic settlement of the Cambodia conflict in return for Hanoi's willingness to reduce its dependence on the Soviet Union, and ASEAN's move in granting membership to Burma so as to lessen its strategic dependence on China.
