A rationale for this phenomenon may be that when bringing together the two infinitely separated molecules, six translational modes are converted into (low) frequency modes in the complex. For weak HB interactions with longer hydrogen bond distances, these rocking frequency modes are in reality mostly (restricted) rotations, resulting in a lower entropic contribution. As the hydrogen bond gets stronger and the HB distance shorter, the restrictions of rotation increase.
