This line of argument has three weaknesses. One, the EU in its present form is clearly not a state nor anything close. In the current EU, the power lies with nation-states and their representatives in the European Council and Council of Ministers. Second, not only is the EU itself weak, but it weakens Europe's nation-states, whose scope for independent action it constrains. Third, Haseler's usage of the term "Super-state" is misleading, for it suggests that, insofar as the EU can and does project power abroad, then it qualifies ipso facto as a "Super-state." While the term "Super-state" clearly means different things to different people-Thatcherite eurosceptics employ the term, for instance, to describe an interventionist market-constraining state-it would be better to use the term to describe a European polity that is either a unitary centralized sovereign state or a federal state like the United States that centralizes the most important governmental functions (such as income tax, foreign policy, and defense policy).

In order for the argument to be decisive, it would be necessary to weigh more carefully the relative gravity of the threats that Europeans face from re- taining the current intergovernmental status quo and shifting to a unitary federal Europe. Even if one were to think-as I do-that Europeans could enhance their security in a federal European polity, this does not mean that Europeans ought to immediately set up such a polity.
