En relations internationales, le terme de gouvernance désigne la capacité à coordonner dès activites interdependantes et à enclencher le changement sans avoir l'autorite juridique d'exiger celui-ci. Cette definition, qui met l'accent sur la difference existant entre « gouvernance » et « gouvernement », s'applique particulièrement bien au contexte international dans lequel différents acteurs et différentes institutions méttent en place des mecanismes de régulation et d'interaction afin de faciliter la coopération en vue de résoudre dès problemes communs.
