Review of United States studies on insecticides in the control of typhus fever

I have yet to locate any reference to the Louse Laboratory in historical literature, although there is occasional recognition of the Rockefeller Foundation's involvement in wartime typhus research. One of the earliest notices is William S. Stone, "Review of United States Studies on Insecticides in the Control of Typhus Fever," Proceedings of the Fourth International Congress on Tropical Medicine and Malaria (Washington, 1948), 2:1664-68;

I have simplified the Rockefeller philanthropic genealogy by referring only to the Foundation, when in fact from 1913 to 1928 Rockefeller public health work was carried out by the International Health Board (IHB), which was designated the International Health Commission from its founding until 1916. In 1928 the IHB was merged with the Rockefeller Foundation and continued its program as the International Health Division (IHD) of the Foundation. The Louse Lab, and the Virus Lab of which it was a part, were creatures of the IHD. The first general history of the IHB/IHD is Farley (n. 3 above).

What will be referred to in this article as the "Virus Laboratory" or the "Virus Lab" was formally designated as the Laboratories of the International Health Division. The separate subunit of those laboratories referred to as the "Louse Lab" in this article had no formal designation. Nonetheless, those terms were utilized by those who worked at or with the laboratories, and they are effective shorthand for the purposes of this article.

. Persons receiving the Cox vaccine were still susceptible to typhus infections in less virulent forms, such that symptoms might not be apparent. While this meant that vaccinated individuals could transmit typhus to others, "whether this [lower level of infection for] immunized typhus patients would be sufficient to prevent the development of an epidemic of classical louse-borne typhus" could not be established by research during World War II;

There are two accounts of the conference, one in the USATC files, and one in the Rockefeller Foundation Archives, the latter written by Foundation field officer Fred Soper. His account, quoted here, notes that the conference seemed to dismiss Sawyer's repeated comments that typhus control could be accomplished by antilouse measures, while Sawyer's remarks are absent from the USATC record.

The early history of DDT and its testing at the Orlando laboratory of the United States Department of Agriculture are not well documented in publications. Fred L. Soper diary, 1 November 1942 [organization meeting of USATC], RG 12.1, RFA. In January 1943 an official report recorded that "typhus is a 'terrible scourge' in Libya," and a report in the New York Times stated that "The dreaded spotted [sic] typhus has claimed a noticeably large number of victims . . . in the so-called endemic countries of North Africa and Russia": Thomas G. Ward, Headquarters, United States Army Forces in the Middle East, memorandum on typhus fever, 6 January 1943, "Essays, Researches, Treatises C Typhus Delousing" folder, box 38, USATC; "Spread of Typhus Alarming Europe," clipping from New York Times, circa 25 January 1943, folder 263, box 33, series 100, RG 1.1, RFA; "Rapport à Monsieur le Gouveneur Général de l'Algérie sur l'evolution de l'épidémie de typhus de 1941-1942 en Algérie . . . ," RAMC 651/1, Wellcome Library; "National Research Council, Division of Medical Sciences acting for the Committee on Medical Research of the Office of Scientific Research and Development, Conference on Typhus," 22 June 1944, GC 177/A. 1/5, Wellcome Library. Military historians' lack of interest in typhus is demonstrated by a range of works on Allied operations in North Africa that make no mention of typhus or preparations to control it: see

In regard to the practice of dusting the author also draws on his own experience in the 1950s and 1960s observing and assisting Martin L. Stapleton in the manual dusting of garden vegetables. It appears that hand sprayers were developed from about 1900; see B. T. Galloway, "New Spraying Devices, " 1899, United States Department of Agriculture, Division of Vegetable Physiology and Pathology, circular no. 17. I thank Elizabeth Stapleton for obtaining a copy of this document for me.
