He concludes that two major forces have shaped the character of the field and the preoccupations within it. The first is the influence of political events in the wider society. He argues that "research and analysis have been inextricably bound up with the political fortunes of the Canadian political system, even as they have helped shape popular and political definition of the problems." The second is "the changing theoretical and methodological interests of the discipline as a whole." These two forces, Simeon argues, "help to explain both the issues and concepts that have attracted scholarly attention and the strengths and weaknesses of the field." (p. 1)
