    • Some of these suggestions are contained as recommendations in the Royal Commission on Aboriginal Peoples, Restructuring and in Volume 3. Gathering Strength. These ideas are but a few of a large number of possible initiatives that have been suggested from time to time. One such initiative, announced on 9 December 1996 by the prime minister and the minister of Indian affairs and northern development, is the recent partnership among the Federation of Saskatchewan Indian Nations and its financial arm, the Saskatchewan Indian Equity Foundation, and the Toronto-Dominion Bank to establish the First Nations Bank of Canada as a chartered bank.
