Efforts to raise population issues in the League of Nations also aroused intense controversy, especially the efforts of Margaret Sanger, the pioneering birth control advocate, who had argued for a world conference to discuss population problems and recommend solutions. Attempts to treat population growth as a serious problem failed. When attention shifted to two closely related issues-birth control and international migration-controversy boiled over. In many countries in the 1920s and 1930s, the dissemination of information about contraception or abortion was suppressed under the laws relating to obscenity.
