71. The 1997 dac Guidelines were the basis for a 'guidance paper' adopted the following year, Conflict, Peace and Development Co-operation on the Threshold of the 21 Century. In 2001 the policy paper Helping Prevent Violent Conflict: Orientations for External Partners was adopted to complete the 1997 Guidelines. Thus The dac Guidelines: Helping Prevent Violent Conflict, published the same year, includes both the 1997 Guidelines and this new policy and was at the time presented as 'the full range of dac guidance on conflict prevention in one volume'.
