14. Some 120 instances of conflicts over rural land were reported in Mainland and Hong Kong newspapers during the report period. The 24 cases documented here are chosen on the basis of the scale of the confrontation (e.g. number of people involved) and the intensity of the violence unleashed (e.g. number of dead and injured, the form of violence and the response of local law enforcement agencies).

19. It is debatable whether it is a villagers' committee or villagers' group that should be the body which 'owns' the collective land. The controversy originates from the policy of a 'production team as the basic unit of accounting' (sanji suoyou duiwei jichu) under a People's Commune. As a production team is the equivalent of a natural village or villagers' group in the reform era, it seems that it should be these units, rather than the villagers' committee, that should serve as the legitimate representative for holding the collective asset. However, in reality, the dominant majority of household responsibility contracts are now signed between the villagers' committee and peasant households, thus confirming on the former the status of 'owner' of the collective land.
