However, even at the height of the interventions in Congo, individual military officers were under strong pressure not to acquire material benefits personally, in sharp contrast to the case of Uganda. The report included a quotation from the US State Department's Rwanda Investment Climate Statement 2010 to the effect that 'Some private sector firms assert that companies in which the government owns shares or have close ties to the government have been beneficiary of preferential treatment with regard to access to credit and in tax compliance enforcement.'
