    • The term 'multi-stakeholder public diplomacy' can be used in a variety of ways. It can describe multiple actors who implement public diplomacy within governments. It can describe multiple actors, understood as governments, regional and international government organizations, sub-state actors and non-state actors that act independently or in association. Multi-stakeholder can also describe multiple publics, local and global, that are affected by public diplomacy. In this article, the term refers primarily to multiple public diplomacy actors within the US government
