The responsibility to protect doctrine and humanitarian intervention: Too many ambiguities for a working doctrine

Where such crimes occur and peaceful attempts to halt them have been exhausted, the Security Council has a moral duty to act on behalf of the international community. As states hardly let themselves mislead by words, it seems that the Commission intended to find answers more easily acceptable in the world at large outside states (for instance, in the world public opinion and in its representing entities), so as to indirectly force the most reluctant states to accept it as a response to their own peoples' pressure.
