Indeed, TDDFT calculations in water starting from T1, 3B symmetry point out that T2, lying 0.09 eV above T 1 is the 3MBCT of 3A symmetry corresponding to a promotion of dπ electrons to the second combination of π1*(bpy) orbitais.
