This is consistent with Ethan Bueno de Mesquita's finding that the states most effective at dealing with terrorism used a combination of conciliation and what he refers to as counter-terrorism, which means both legal reform and restriction as defined here. It is also noteworthy that his successful cases involved only national-separatist groups. Ethan Bueno de Mesquita, Conciliation, Counterterrorism, and Patterns of Terrorist Violence, International Organization 59, no. 1 Winter 2005, 145-176
