    • This is consistent with Ethan Bueno de Mesquita's finding that the states most effective at dealing with terrorism used a combination of conciliation and what he refers to as counter-terrorism, which means both legal reform and restriction as defined here. It is also noteworthy that his successful cases involved only national-separatist groups.
