1. In health care, words such as 'clinician' and 'primary care' are also often used in ways which may or may not refer only to medicine. Occasionally, nursing is reported upon in the press under the rubric of medicine (Swain and Hinde, 1997).
2. The Research Assessment Exercise has taken place on four occasions, the most recent being 2001. Universities decide how many of their staff should be entered, and under which units of assessment. The results are crucially important for obtaining research funding.
3. TLC' stands for 'tender loving care' and is a term probably used more in the US than the UK, to denote general care for the person rather than technical care.
4. I have used the abbreviation NHSU, since the NHS 'University' is not yet a university. There are currently plans by the UK government to relax the criteria for the award of the title of university
5. There are, however, elements of international networks, such as World Health Organization, Collaborating Centre and the Workgroup of European Nurse Researchers.
6. The HEFCE Strategic Plan for 2003-08 states that over half of research active staff now work in 5 or 5* departments (compared to one-third in the 1996 RAE). Although staffing numbers are not given, only four out of 40 institutions in the nursing Unit of Assessment obtained a 5.
7. Several medical schools have, in fact, lost funding in both the 1996 and the 2001 RAEs (concern about the former was the reason for the production of the Richards Report (CVCP, 1997). A detailed consideration of these issues is, however, beyond the scope of this article.
8. It could be argued that issues which are adopted by a committee chaired by an eminent person achieve solidity and status in the process (see Latour, 1987, for the rhetorical devices used in academic papers).
9. The NHS Plan (Department of Health, 2000b) has suggested reducing the medical undergraduate course to four years, although this would be followed by two years academic training as a house officer, to meet the European Council Directive 93/16.
10. I am aware that by using (for simplicity) the term NMET, or non-medical education and training, I am perpetuating a division between medicine and 'the rest of the world'. The term also submerges dentistry, although that is not an issue which can be pursued here. NMET was the term used for one of the education levies; since 2001 they have been merged into what is in brief called MPET, the multi-professional education and training budget, and is likely to be renamed the health workforce education and development budget, as non-professionally qualified staff become included.
11. Health authorities were in April 2002 superseded by Strategic Health Authorities, on which there should be a non-officer member who holds a post in a higher education institution which provides education leading to registration as a doctor, dentist, pharmacist, or to registration in a register maintained by the Nursing and Midwifery Council or the Health Professions Council. Anecdotally, it appears that some medical schools have argued that, where the Strategic Health Authority has a medical school within its ambit, the membership should always be from there, and that the national mix of medical and non-medical representation will be achieved by having the latter in Strategic Health Authorities with no medical school.
