54. The word "localized" is something of a colloquialism here. The carriers in the lower subband can exchange with the carriers in the excited subband, so there is some hybridization between the two. The important question is the time-scale for the various different mechanisms: if exchange is slow on the scale of the mean free time for transport, then the Kondo model is a plausible first approximation to the interaction.
