The sample with a 10.0 nm cap must have been grown unintentionally with less InAs by a fraction of a tenth of a monolayer. It would result in a QD density ∼ 7.8 times smaller (see Refs. 19 and 27). The curve for the 10.0 nm sample in Fig. 3 has thus been scaled accordingly.
