21. Interregionalism is here used as a generic concept covering diverse dialogue formats. While the terminology is still contested, interregionalism may be subdivided into bilateral interregionalism, mainly referring to group-to-group dialogues such as the EU-Mercosur, ASEAN-EU etc., and transregionalism, referring to more diffuse membership patterns and including some limited degree of independent actorness. ASEM, like APEC or IOR-ARC, though difficult to classify, has been more precisely categorized by many scholars as a transregional forum.
