    • Although the scholarly literature distinguishes several types of decentralization, we focus on the variant that we consider analytically most powerful: a reform that establishes or increases the political power of subnational governments via the devolution of power and resources to locally elected subnational officials. This is different from administrative deconcentration, where the central government delegates functions to local agents but retains decision-making control; or delegation, where managerial responsibility is transferred to organizations outside the regular bureaucratic structure; or privatization, where state assets and responsibility for service delivery are transferred to the private sector.
