Note

while DFID is currently accelerating, deepening and normatively (re-)centring economic growth, Greening’s speech rather exaggerates the change. I suggest this is in order to try and distance DFID under the coalition government from DFID under New Labour, and to try and persuade sceptical publics and politicians of the supposed ‘reinvention’ of aid to support the UK economy. As one anonymous reviewer of this article rightly suggested, an analysis of the narrative framing being deployed in these speeches and documents would be extremely revealing the construction of “frontier markets”, mentioned later, is another example:.Note

The two Asian OECD-DAC members, Japan (joined 1961) and Korea (joined 2010), on the other hand, are in some ways looking closer to the norm rather than outliers. Note
-
This is certainly an area to watch: if it is more than a gesture in the direction of improving global tax evasion and avoidance, then it will be a positive direction for DFID to take. However, DFID’s very close relations with PriceWaterhouseCooper (to name just one of the big four), recently accused of “selling tax avoidance on an industrial scale” by the Public Accounts Committee, is hardly reassuring of policy coherence in this area. Note
-
This may change. In July 2014 the UK Parliamentary International Development Committee announced an enquiry “Beyond Aid: The Future UK Approach to Development”. One of the questions asked in the terms of reference was “whether a stand-alone Department for International Development has a long-term future?” The final report, released in January 2015, strongly advises DFID’s continued independent existence, and is in many ways an impressive intervention from the All Party Parliamentary Committee on International Development. It remains to be seen whether the government elected in May 2015 will follow its proposals and guidelines. Note
