It is only because military attachés were placed in a subordinate position to ambassadors that a useable corpus of their correspondence survives at all. Required for reasons of protocol to address all reports to their chiefs of mission, who would then forward them to the Foreign Office for onward transmission to the War Office, the vast majority of the extant attaché material consists of Foreign Office copies of letters sent there for delivery elsewhere. Of course, as Foreign Office documents, these copies lack the annotations that would reveal the reception accorded to these reports when they reached the General Staff and War Office.
