"Searching for a Role for Citizens in the Budget Process", was published in 2004 in Public Budgeting and Finance. (CAIS), as well as chapters in Leadership for America: Rebuilding Public Service, New Strategies for Public Pay, and the Marcel Dekker Encyclopedia of Public Administration. Research in progress relates to the policy and management dimensions of the delivery of services to the elderly, public management of human resources, and the special challenges of serving minority and ethnic elders.
