This figure has been compiled primarily from the annual tables from 1972 to 1977 in World Armaments and Disarmament
-
(Stockholm: Almquist and Wiksell), the yearbook published by the Stockholm International Peace Research Institute (SIPRI), and from the annual tables from 1963 to 1975 in World Military Expenditures and Arms Transfers, published by the U.S. Arms Control and Disarmament Agency. These estimates were based on intelligence sources and media reports in addition to the limited published Soviet and Chinese data. Credible fragmentary evidence from my own intelligence sources and a wide variety of published sources was also taken into account (e.g., the Defense White Papers of the Republic of Korea, especially those for 1989 and 1990).

A former associate of Yo Un Hyong stated that five members of the original seven-man executive committee of the Republic of Korea named on August 17, were conservatives or non-Communists of other hues: Chairman Yo, Vice Chairman An Chae Hong, General Affairs Chairman Ch'oe Kun U, Finance Chairman Yi Kyu Gap, and Security Director Kwon T'ae Sok. Two of these, Ch'oe and Yi, a former Buddhist priest, were outspokenly anti-Communist. The two other members, Organization Director Chong Paek and Public Relations Director Cho Tong, were described as "moderate Communists." See Yi, "8/15 Kaiho Zengo no Souru," August 15, 1970.

Russian President Vladimir Putin said that Kim Jong Il had made another offer to discuss discontinuing missile production in a meeting on July 18, 2000. According to Putin, Kim "voiced an idea under which North Korea is even prepared to use exclusively the rocket equipment of other countries for peaceful space research if they offered it" (Michael R. Gordon, "North Korea Reported Open to Halting Missile Program," New York Times, July 20, 2000, p. 10). Inconclusive efforts to pin down what Kim had in mind and how this idea might fit into a U.S.-North Korea missile settlement were made during Secretary of State Albright's visit to Pyongyang in October 2000 and in subsequent working-level discussions in Kuala Lumpur, Malaysia, two weeks later.
