-1 caused by division of the applied bias between the vacuum and the oxide, where ε is the dielectric constant of the aluminum oxide layer: S. W. Wu, G. V. Nazin, X. Chen, X. H. Qiu, and W. Ho, Phys. Rev. Lett. 93, 236802 (2004). Typically, this factor is ∼0.85. In the case of a magnetic impurity buried in or adsorbed on a metallic substrate, the impurity is strongly coupled to the substrate. The bias voltage is applied only across the vacuum gap. The magnetic impurity and the substrate are at the same potential. Here, the magnetic impurity is between two Fermi levels separated by the applied bias, forming a steady-state (non-equilibrium) transport configuration. 10.1103/PhysRevLett.93.236802
