    • Although not discussed here, primarily in an attempt to avoid concept overload, the term 'resilience' has become increasingly popular in donor literature. While related in some ways to 'stability,' the latter implies more of an emphasis on the status quo, whereas resilience signals the possibility of change so long as that change, be it in government, economic circumstances or external relationships, does not provoke violence and large-scale social upheaval.
