124. On the contrary, in the first post-communist decade, party congresses were much smaller events, and significantly fewer accounts of them appeared in the media. The 2008 change introduced single member districts but kept at the same time much of the PR logic, as there are two stages of redistribution for those electoral colleges where no candidate received the absolute majority of votes.
