    • While eugenics arguably began to emerge in Turkish social sciences as early as the mid-1920s, the slightly later development of an orientation towards eugenics in the Turkish medical community in the 1930s is established by the recent PhD dissertation of Sanem Güvenç-Salgirli, Eugenics as Science of the Social: A Case from 1930s Istanbul, Binghampton, 2009. Analyzing the 1937 typhus epidemic in Istanbul, Güvenç-Salgirli argued that eugenics was not a guiding principle of state ideology, planning, or policy but rather stemmed from a particular segment of the urban upper class. This stratum of an entrenched urban upper class was rooted in Istanbul and not among the emergent elites of the new republican capital, Ankara.
