The creation of Chongqing as a provincial-level municipality was more broadly part of the effort to address the economic imbalance between east and west in China. It is the only such municipality in western China, and its success on a macro-statistical level illustrates the dependence of regional growth on the way urbanization is associated with sites of municipal administration.

Certainly this was true for Weizhou, the county government seat for Wenchuan, according to comments by the director of the Guangzhou agency-in-aid for reconstruction to participants of the Symposium on the Wenchuan Earthquake Post-Disaster Reconstruction-in-place Model, 17 July 2010. The Li County Party Committee secretary made similar remarks on 15 July 2009, to the joint Sichuan University-University of Washington Community Building and Design Exchange Camp, and by officials at various levels regarding plans for Taiping Xiang, in Mao County, in early May 2010.
