    • Note
    • IDPs are defined in the Guiding Principles as "persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border". UN Doc. E/CN.4/1998/53/Add.2, 11 Feb. 1998. Primary responsibility for the protection of IDPs rests with their territorial State. However, they are often in more precarious situations than refugees and other civilian victims of conflict and, hence, some of the highest death rates recorded in humanitarian emergencies occur amongst IDPs.

    • Note
    • Schmeidl uses refugee data from 1971 to 1990. Davenport et al. use data from 1964 to 1989. One key area of difference, Moore and Shellman suggest, using data from 1976 to 1995, is that "refugee production relative to IDPs is a positive function of state targeting of civilians, as measured by genocide...", thus those facing a genocidal regime will frequently try to leave the state rather than seek sanctuary elsewhere within its territory.
