    • Cain's focus is quite different from mine. The field he has in mind addresses reform writ large and includes existing work on redistricting, election administration, and campaign finance-the topics that make up the "there" part of the "here to there" equation. Cain is absolutely right to emphasize the importance of pulling together these academic camps and doing a better job of integrating the normative, descriptive, and analytical components of our research. In my view, however, studying the reform process-the "here to there" problem-should be a subfield within the broad field of political reform that Cain proposes.
