56. Premier Wen recently appointed his former aid Zhang Ping as the head of the NDRC, and NDRC is now under the supervision of Hu loyalist and Vice Premier Li Keqiang. However, the State Energy Administration, which is a part of the NDRC led by NDRC Vice Chairman Zhang Guobao, is under the control of Vice Premier Zhang Dejiang, who owes his ascension to former Party Secretary Jiang Zemin. The acquisition of a 10% stake in Morgan Stanley in December 2007 was puzzling because it was highly unlikely that CIC management would have taken such a large stake after Blackstone shares had lost 20% by that time.
