    • The countries committed to a referendum on the EU Constitution had included the Czech Republic, Denmark, France, Ireland, Luxemburg, the Netherlands, Poland, Portugal, Spain, and the UK. The Spanish vote was approved without much difficulty. However, after the double rejection of France and the Netherlands in late May and early June 2005, all other countries but Luxemburg shelved their referendum plans to allow a period of 'reflection'.
