They also note that Hamilton proposed the realization of this plan in the "Report on a Plan for the Further Support of Public Credit" in 1795 but make no specific statement about actual debt redemption. The effect of compound interest on the debt is explained by tables supplied by Oliver Wolcott in his report to Congress (see "Public Debt," in American State Papers, 3, Finance, 5: 383)
