In some African states, shar'ia law is increasingly challenging state law leading to tensions between those advocating for greater Islamic observance and those wanting religion out of politics, as seen for example in Nigeria where a number of states have adopted shar'ia However, the best case of this is seen in Mali, which was a model of democratic development in the early 1990s, but is increasingly having to deal with demands for greater Islamic observance. Singer writes, Some Madrassahs provide food and clothes, and even pay parents to send their children, further increasing their enticement. This explains why madrassahs such as Dur-ul-Uloom Haqqania, a madrassah that counts among its alumni several Afghan Taliban leaders, was so popular. Singer notes that in 2001 it had a student body of 1,500 boarders and 1,000 day students, from the age of 6 upward. Every year, only 400 students are accepted out of 15,000 applicants. P.W.
