The recommendations of the CNA climate change report (cited earlier), authored by a panel of retired generals and admirals is illustrative of how elements of this debate defy easy characterisation. The report's recommendations exhibit a mix of traditional state-centric/threat-based security thinking with cooperative and vulnerability-based thinking. The report, for instance, advises that climate change be incorporated into national security thinking and that the Department of Defense should seek energy efficiency to improve its combat power and thereby reduce greenhouse emissions as well. It also recommends that the US become a more "constructive partner with the international community" and commit to partnerships that help developing countries build resiliency.
