As a consequence, a position in Cabinet is frequently followed by a position in the ANC NEC. This reinforces the position of the President in the NEC, as he himself appoints his Cabinet. This leads to a situation where some NEC members are afraid to talk in NEC meetings against those to whom they owe their position, according to Secretary General Kgalema Motlanthe, 'No ambitions for highest office', Sunday Times (8 October 2006).
