Although the anecdotal evidence I collected suggests that there is no perceptible division across Chinese bureaucratic agencies over Asian financial co-operation, it is hard to reject completely the bureaucratic hypothesis given the limited documentary evidence available to us. When new information becomes available, we will be able to assess whether the bureaucratic thesis might have the value-added in explaining the puzzle in my case study
