Here Strauss was on solid ground, for the structure of the EEC's Common Agricultural Policy (CAP) ensured that any revaluation in the DM would automatically result in lost income for German farmers. The reason for this is perhaps not intuitive, but it runs as follows. Agricultural prices across the six-member EEC were fixed in terms of a common unit of payments. As the value of the German mark rose with respect to that common unit, the net amount (expressed in DM) that German farmers could legally be paid for their produce would sink.
