Inbar offered a less institutionalized, and more incremental model of a "European Israel Economic Area". He argued that Israel should not agree to a decision-shaping process that will reduce its autonomy in shaping its own future, concluding at p. 115 that, "The discussion on the applicability of the EEA Agreement to the EC-Israeli domain is highly influenced by whether the Israeli objective is to aim as close as possible at economic, and to some, extent, political integration with Europe; or whether Israel should plan to try to gain the most out of liberalizing the free movement of goods, persons, capital and services with the EC, as well as through cooperation in other fields. The distinction between these options derives from the issue of state sovereignty. Aiming at high economic and to some extent political integration with the EC implies a quite substantive sacrifice of national sovereignty, while avoiding the formal political-institutional features of the EEA does not require such a sacrifice. If Israel chooses the first option, it would be a sharp transformation of its current policy, in terms of economic and sovereignty adjustments. My basic argument is that I find the latter option more feasible for Israel and as such one must look at the costs and benefits of this option."

The en bloc principle, which formed the basis of the Barcelona Process, was intended to advance coherent economic, political and social co-operation in the Middle East and North Africa. The tailor-made approach would reinforce bilateral relations and may therefore come at the expense of regional coherence and solidarity, so needed in the Middle East in general. The EU is faced with a real dilemma.
